Isn’t some of this the responsibility of the team? Why should the PM own it all?

This ‘job’ should be about behaviours. Organise this job in a way a product person has the opportunity to take responsibility for the product as a whole. From business value to code quality.
Indeed! That’s why I also believe labelling the role (PO/PM) is a bad idea.
