We want to have strategic alignment across the company and tactical autonomy at team level. Strategic alignment can be achieved through multi-level goals/OKRs — Company-level, Business-unit-level, Product-level, Team-level. They should be created both bottom-up and top-down at same time. This ensures every part of the company is pursuing the same top level goals, but each team knows what parts it owns. This is the core function of OKRs (although many companies do them wrong). Idea banks can then be managed at the team / product level with minimal need for cross-team or up-down syncs.
